The hotel currently lists about a 15-minute walk from JR Hakodate Station, but it sits almost beside the Kanemori Red Brick Warehouses and folds the bay area, thirteenth-floor bathing facilities and breakfast into the stay itself. The useful question is therefore not whether 15 minutes is objectively long. It is whether your Hakodate days repeatedly point toward the station and rail network, or toward the bay, Motomachi, Hachimanzaka and Mount Hakodate.
My answer changes with the itinerary. For about two nights centred on the bay, Motomachi and the night view, the location can be used again and again; returning after dinner does not require another trip back toward the station, and the bath can follow the evening. I would book it when I have roughly two nights, the Red Brick Warehouses, Motomachi and Mount Hakodate are central to the trip, and I will actually use the thirteenth-floor bath. I would skip it when I am staying one night, arriving late, leaving on an early JR train, travelling with difficult winter luggage, or not using the bath or breakfast at all.

Room decision: 25 m² Twin or 34 m² Deluxe Twin
The current room information lists Single at 15 m², Double and Twin at 25 m² for up to two guests, Deluxe Twin at 34 m² for up to three, and a 34 m² Japanese-Western room for up to four. Double and Twin use a shower-room layout. Deluxe Twin and the Japanese-Western room change the wet-area routine by separating bath, toilet and washbasin spaces. For two people staying one or two nights and spending most of the day outside, 25 m² is a credible baseline. The 13th-floor Hakodate Onsen needs a real timeline
The thirteenth-floor bathing area includes indoor and open-air baths, a dry sauna and cold bath. The hotel identifies the source as Hakodate Onsen used with heating and currently lists bathing hours from 15:00 until 10:00 the following day. That creates a meaningful window after dinner or the Mount Hakodate night view and another window the next morning if you are not rushing to a train.
A feature becomes value only when it enters the timetable. If you return around 22:00, bathe and reset before sleep, the onsen has done work for the itinerary.
